[Building Sakai] Sakai Web Service addToolToPage not adding Tool

[Kumar]

Using web services (Axis), I am creating a new Site, Pages for the Site and
see them in the database and on the UI.
But I am not able to add any tools to the page using the web service.

Any advice?
