[Building Sakai] KNL-232: Proposed change to email API

Hi all,

Carl Hall has submitted a patch for the email service in KNL-232
(http://jira.sakaiproject.org/browse/KNL-232) The patch allows the
service to return information about address violations and the like and
is needed by MailSender. GT have been running the code in production for
about 4 months.

If there are no objections I would like to commit this patch by the end
of the week
