[Building Sakai] Sakai and CAS

How come it's going back to IIS and not just Tomcat? Can you run a  
standalone Tomcat rather than inside IIS? Then CASify that. Then add  
in IIS if you have to.
Get things going one step at a time, it might even be an ISS issue.
