[Building Sakai] Sakai and CAS

Whatabout in the logs, ie catalina.out, its failed to start and should  
tell you why.

Did you correct the web.xml so the filters were in the right order?

See other thread about this:

'Go over the instructions again, specifically the placement of the  
filter block, you've put it first whereas the instructions say to put  
it after any others. The order is important as they form a chain.'
