[Building Sakai] SAKAI authenticate by CAS

Ok this is probably a web.xml error which will cause the whole context  
to fail to startup.

Go over the instructions again, specifically the placement of the  
filter block, you've put it first whereas the instructions say to put  
it after any others. The order is important as they form a chain.
