JVM tuning is a black box.

I do notice you are on Sparc Niagra hardware. Have you seen this 
page for these servers running Tomcat:

It looks as though you want add "-XX:-BindGCTaskThreadsToCPUs" to 
your JAVA_OPTS as a start.
