[Building Sakai] Confluence / JIRA migration

I wanted to make a mention of how well the migration of Confluence  
and JIRA has gone. There are a number of fixes, such as hostnames  
landing directly in the tools, the redundant pieces of URLs being  
removed, and a bunch of other little things. The transition of links  
in search results has been smooth and the service has been very fast  
and clean so far. I am very pleased and would echo the gratitude  
extended to those who have hosted the services previously.

This is just an acknowledgment of how important these tools are to  
our daily communications and the hard work done by those who "did"  
the migration, namely Peter Knoop.
