[Building Sakai] [Management] Sakai 2.7 Projects

I've just fixed several bugs in Mailsender and added some other
enhancements.  The current release (1.4.2), IMO, is stable and ready
for the larger audience.  I plan to continue supporting this but am
the only active committer on the project though I have gotten seen
development interest including patches from Branden Visser at Windsor.
