[Building Sakai] Modifying the Site Info tool

In 2.5.x and current trunk of Site Info tool, Duplicate Site menu requires
both "update site" and "Add new site" permission, while Manage Access only
requires "update site" permission.

There is no way to turn off those menu items without changing the
permission settings. However, since "update site" permission is checked in
a couple of places, simply remove this permission might cause other side
effects.
