Hi Given,

The plugin is definitely there at:

http://source.sakaiproject.org/maven2/org/sakaiproject/maven/plugins/sakai/1.2.0/sakai-1.2.0.pom

Is your machine able to connect on port 80? (You may have to specify
proxy settings in ~/.m2/settings.xml if you need a proxy to connect to
the internet).
