[Building Sakai] Question about External Calendar Subscriptions

Hello,

I'm working on getting an institutional calendar for our academic schedule included automatically for all Sakai users on their workspace and their schedule.  I have followed the resolved issue of SAK-12852 and all related to it -- and have set an .ics file as an external calendar subscription in sakai.properties, and also used the sakai.properties file to merge the calendar into MyWorkspace.  This is thus far able to work without major trouble, but the problem is that it appears each user would have to go into the schedule tool off their workspace, and manually subscribe to this institutional calendar.  This would be very useful for many institutional calendars (i.e. student affairs events, sporting events, etc.), but we are interested in possibly making the academic calendar be a default subscription that can, instead, be opted OUT of.  Is this possible, or does the external calendar subscription functionality only allow for the individual users to be the ones subscribing?
