[Building Sakai] Surfacing some Jira issues related to mixed-case EIDs

FYI these bugs may apply to your instance if:

   a) your user provider returns (or used to return) a mixed case eid;

   b) the EID column in SAKAI_USER_ID_MAP contains any non-lowercased 
values;

   c) the EID column contains two records for one user (JSmith and 
jsmith, should only apply to Oracle); or

   d) a user has reported "their tabs are missing" (and then magically 
reappear later, see KNL-261 for details).


SAK-12705 should be the solution for 2.5.x.  KNL-261 is closed now.  
KNL-263 is the proposed patch for 2.6.x that ensures the eid is 
"cleaned" before being stored in a cache.
