[Building Sakai] Sakai Kernel 1.1.0-beta04 released

We are pleased to announce the release of the latest release candisdate
kernel in support of the upcoming 2.7 release. The release addresses 30
issues that can be viewed here:

Highlights:

- Support for conditional release contributed by Zach Thomas and Gtech
(KNL-136)
- Virus scanning contributed by rSmart (KNL-314)
- Numerous fixes and enhancements contributed by Oxford University
- Upgrade of commons-pool to 1.5.3 (KNL-315)
- Upgrade of ehcache to 1.6.1 (KNL-316)
