[Building Sakai] How to turn on logging in Sakai 2.6

I have downloaded binary
sakai-bin-2.6.0.zip<http://source.sakaiproject.org/release/2.6.0/artifacts/sakai-bin-2.6.0.zip>and
dropped into tomcat, but the size of log files in TOMCAT_HOME\logs
continues to be 0 bytes while Tomcat is running. It seems that all logging
goes to console
