[Building Sakai] Crucible or other code review tools?

I **think** there's a JavaHL based backend for Crucible too that is supposed to be more performant, and possibly more stable.

We're just dipping into Crucible internally (and poked at reviewboard too), though on the whole currently we seem to like Crucible better - and it looks likely to get tighter integration w/JIRA (the current model though that allows restrictions like "can't close an issue with open code reviews" fit in well with our internal SDLC workflow which is modelled in JIRA.
