[Building Sakai] No Bean SakaiProperties exception on fresh install for sakai 2.6.x

It looks like you have a sakai 2.5 installation deployed to the tomcat
you're trying to run this sakai from as there are a ton of overrides.
Some of them are from sakai-kernel-component (sakai 2.6) overriding
sakai-component-pack (sakai 2.5). I noticed a couple of other
components that also shouldn't be in 2.6 (sakai-db-pack, etc). There
shouldn't be any override messages on a normal startup. All of these
were rolled into kernel.

You can look at a typical startup log on the nightly server if you needed.

You could try to clean it out, but it's easier just to download
(uncompress) a fresh tomcat and deploy to there.
