[Building Sakai] Suggested patch to kernel K1 / tool dispatching

Hello,

There has been some discussion of this item on the JIRA ticket,  
including a couple of implementation options.

The patch attached to the ticket does not disrupt the interfaces but  
makes a concession or two to achieve this. There are suggestions of  
two other variations that would disrupt the API mildly to be slightly  
more polished.

I'd like to make a call for folks to review the discussion this week  
and chime in on preference. Specifically I would like to see if there  
are objections to inclusion in K1 1.0.x or 1.1.x for the preferred  
approach and then move it forward.
