[Building Sakai] New Home For Basic LTI Portlet in Contrib

For those of you experimenting with the Basic LTI Portlet in Sakai -  
the "trunk" of the source has moved to a place with a more logical name.

https://source.sakaiproject.org/contrib/ims/basiclti/trunk/

This can be its permanent  home until we decide to move it to trunk.   
It also will allow tagging for folks intending to use it in  
production.  I should be making a BasicLTI tag in a day or so for  
Michigan to use in fall production.
