[Building Sakai] build tool to administrator site configure options

About adding a new tool in Sakai environment,
 may have the option to configure the tool before adding for user, for
example, Sakai news tool  administrator add set news.
How to tell the framework that my tool will have a configuration before
available for user,which api realize this service?
