[Building Sakai] msgcntr: out-of-date entitybroker 1.2.0 dependency (trunk, 2.6.x, 2.6.0)

Message Forums contains a dependency on an old version of the  
entitybroker.  Is there any reason preventing this dependency from  
being updated to  EB 1.3.6?
