[Building Sakai] Eclipse metadata files (reviving an old proposal)

I agree with removing them completely, provided that we put up some  
documentation and are clear with before/after/rationale.

Developer habit is sensitive. We have good reason to make this  
change, and we have good replacement practice. It will be important  
to have an announced place to go when the inevitable questions arise:  
"What happened? How do I just get my work done without learning all  
kinds of new junk and changing where I'm comfortable?".
