[Building Sakai] Sakai 2.5.x support for other IDE

Technically you can use any IDE you like (there are people using
intellij for example) but you will need to generate the netbeans files
using a maven plugin or live without them and just import the code.
Most of the community is using eclipse so you will get the most
support if you are also but it is not required by any means. The
eclipse files are the only ones checked in though hopefully that will
change at some point and they will no longer be included in the
source.
