[Building Sakai] Upgrade to Spring 2.5.6

It's a change I've love to see.  Several times I've been wishing for 
Spring 2.5.x when developing against Sakai.

It would be nice if we could upgrade some of the apache commons 
libraries as well, but that's a mostly different story.
