[Building Sakai] User presence now off by default?

Is it the case that user presence should be off by default now?  Just
wanting to make sure it¹s intentional and not just an oversight.  If it is
an oversight, then see the message below!

So, digging around some code, I find it in two places...
In config¹s default.sakai.properties file:
display.users.present=false

In kernel¹s kernel.properties:
display.users.present=true

So it seems that these values are in conflict.  Is it assumed that one
should override the other, and is it being done intentionally?
Not sure who should answer that though!
