[sakai-core-team] 10.4 source release notes

Hi Sakai core team,

Sakai 10.4 is NOT released yet. But in anticipation, I've started working
on release docs.

Here is the source page (links to source do not work yet).

I'll work on Confluence next. I don't want to take a chance at releasing on
our sakaiproject.org site, so I will not update that till after the release
is built.
