[sakai-core-team] Dashboard Project has been migrated to core Sakai

I've created a new JIRA (https://jira.sakaiproject.org/browse/SAK-27929) outlining what I see are the next steps to include Dashboard in the Sakai 11 build. It assumes that we'll be replacing Home with Dashboard in MyWorkspace. We don't currently have the cycles to work on this, so I'm leaving it unassigned for now, in case (or in hope) that someone else can take this on.
