[sakai-core-team] Dashboard Project has been migrated to core Sakai

Hi everyone,

As discussed at the Summer Apereo Conference, the Dashboard contrib tool has been migrated to the Sakai SVN Repo:
	https://source.sakaiproject.org/svn/dashboard/

I worked with wush.net to do a complete export/import, so all branches, tags and revision history has been retained. I've updated the .externals file, but have not formally put it into the root pom.xml -- I'll leave that to the release team.
