[sakai-core-team] Heads up on 10.0-QA07

Hi Sakai core team and PMC,

I'm overdue on a broad announcement to the community. Not sure exactly 
what to say. Getting a QA07 out this week is not looking certain, but 
may be possible. There are some new potential blockers. On the good news 
front, we have over 130 issues fixed in QA07 compared to QA06! [1]
