[sakai-core-team] [sakai-pmc] Sharing Online Help documentation outside of Sakai

We have zero interest in the help files being attached to our account.  If
Neal puts it under sakaiproject, we'll just delete the Longsight one.  Our
thinking was to put the files up quickly and openly.
