[sakai-core-team] Sakai 10 Release Candidate 02

The Sakai Core Team is happy to publish the second release candidate for
Sakai 10.0. The RC02 resolves all known blockers which were identified
during testing. These were considered important enough to release another
RC.

This is the list of issues fixed in QA02

One blocker I'd note which was merged back into 2.9.x (as it affects 2.9.3+)

This output reformatting by antisamy can cause scoring discrepancies on
some Samigo question types and potentially other random errors.
