[sakai-core-team] Bundle access help

My inclination then, would be to side on the error of generosity to make 
it easy for translators to contribute their resource bundles on svn (not 
arbitrarily, just generously as in the cases mentioned in my original 
questions). Then when we make the Sakai 10 branch only writable by 
branch managers, it won't matter anyway.

I believe this is a relatively low risk way that makes things a little 
easier for now.

Objections?
