[sakai-core-team] Bundle access help

Hi Sakai Core team,

I am trying to grant more permissions to translators.  Here are a couple 
of interesting examples:

1) 
/delegatedaccess/trunk/tool/src/java/org/sakaiproject/delegatedaccess/tool/
This path has Java code in it, not just translations. Is it safe to 
grant that path to the folks with bundle permissions?

2)  /gradebook/trunk/app/ui/src/java/
This path appears only to have translations, so though it does not have 
a "bundle" in the path, I did grant permissions to translators. Is what 
I did correct?
