[Deploying Sakai] Use the Roster tool? Apply SAK-23524

Hi all,

If you use the Roster tool in 2.8.x or 2.9.x, please see:

This looks like a minor issue, but has had a huge impact on our production system, and applying it decreased response times across the whole system significantly. The change in SAK-21769 added a large CPU overhead to Roster tool requests, which slows down app servers for all other requests as well.
