[Deploying Sakai] Internal users with no type

As far as I know:
- users that are created by Site Info have the guest type
- users that are created by New Account on the gateway have the 
registered type
- admin and postmaster have no type
- you could create users with no type if you do not set the type while 
using Administration Workspace Users' "New User"

Maybe sometimes there's a bug that leads to guest users being created 
with no type. This might happen with 2.8's Site Info.

Are users with no type treated like guest, registered, or some other way?

Would setting the type later fix potential issues?
