[Deploying Sakai] Successful build but failed deployment

Hello,

I have followed the instructions for deploying Sakai 2.8.2 carefully
and it builds successfully with

mvn clean install sakai:deploy -Dmaven.tomcat.home=/path/to/tomcat

where I have of course entered the correct path to Tomcat.

I see the numerous Sakai .war files in $CATALINA_HOME/webapps, but
$CATALINA_BASE/webapps only contains the ROOT webapp. Tomcat is
running fine at http://localhost:8080.

I've been trying to deploy Sakai on a fresh server for about two days
now and cannot seem to find my error; I would appreciate any
direction.
