[Deploying Sakai] Inactive users receiving email in Sakai 2.7, any Sakai test instances with email enabled?

Hi all,

UC Berkeley's 2.7.x (rev. is post 2.7.1) is running into an issue 
whereby an Inactive user is still receiving email (we tested email via 
the Messages, Resources and Announcements tools). I tried to see if this 
is an issue with Sakai 2.7.x or Trunk, but I was unable to find any 
Sakai Nightly or QA (those listed at 
https://confluence.sakaiproject.org/display/QA/Test+Instances) that 
included email functionality.

First question: has anyone else encountered this issue?

Second question: is there a Sakai test instance with email functionality?
