[Deploying Sakai] OAE Administration functions

This thread is of interest to Berkeley as well, although I echo Clay's question about what features we would bump to get it. 

Since we're doing provisioning here but also want to add some folks who are out side of our provisioned group, we are thinking about creating an admin tool for managing accounts, basic adding and deleting of users, and probably checking whether a given user is already in the system.
