[Deploying Sakai] External users provided by LDAP cleanup

Hi Guys

Not sure about setting log level to debug. Have read up and tried to set the
following in sakai.properties and restart but the output is the same:

log.config.count = 1
log.config.1 = DEBUG.org.sakaiproject.site.util.SiteParticipantHelper
