[Deploying Sakai] Deleting Topic in Forums

Steve,

So I've managed to get the permissions right. Here is what I've observed:

The 'access' role has to be given the 'Change Settings' permission. If not,
then the user with that role cannot delete the topic. It wasn't very
intuitive to me at first, but I think this does make sense after all.
