IU has made some modifications to PeopleSoft student that allows PS to populate the grade rosters screen with final grades from the Sakai grade book by calling a web service (i.e. a pull operation).  This approach allows all of the business rules to live in one place - PS.  IU would be willing to share these modifications to PS if you would find them useful for your implementation.
