Hi,

I suggest to visit Spanish Sakai Confluence site at: http://confluence.sakaiproject.org/display/SPANISH/Home.

At Universidad Politécnica de Valencia (Spain) we have running Sakai in Spanish since 2006. I can create you a user, just in case you want test it.

The user is still able to change their specific language in the preferences unless you disable the languages available.
The languages are off the is language and country code list [1], not all countries/languages are supported. The example is for Spanish/Spain.
