[Deploying Sakai] Change the language from english to spanish in sakai

"You can define the default language/locale when starting Sakai by setting
user.language and user.region"

-Duser.language=es -Duser.region=ES

The user is still able to change their specific language in the preferences
unless you disable the languages available.

The languages are off the is language and country code list [1], not all
countries/languages are supported. The example is for Spanish/Spain.
