[Deploying Sakai] How to add new site types in 2.6/2.7

I know you can add !site.template.<site_id> in Realms

I know you can include the new site_id in
/site-manage/site-manage-tool/tool/src/webapp/tools/sakai.sitesetup.xml 
to make it available in Worksite Setup.

It seems you also have to update kernel's 
component-manager/src/main/bundle/org/sakaiproject/config/toolOrder.xml 
to be able to add the list of tools and whether they are activated by 
default.

Is there an easier way to handle a new site type than having to update 
the source for site-manage and kernel?
