[Deploying Sakai] Weird Sites tool behavior

I've attached a couple of screenshots. There are 68 rows in my SAKAI_SITE table. The links are not present in the HTML.

Hi Paul,
I've run up an updated local instance of 2.6.x (r71534) and it looks like the original pagination (Next page etc) is there once the list of Sites is greater than 20.

>From 2.5.x to 2.6.x it looks like the markup has changed and new styles added that wrap the list and list items in that top nav bar. They display ok in the default skin (screenshot) but it might be not working properly in a local skin?

Can you attach a screenshot? 
I have a local 2.6.x instance and checking the svn updates not much has changed since, and the Worksite Setup tool has the pagination on the right (Viewing 1 - 20 of 1565 items) etc and the Admin Workspace Sites tool has it in the navbar at the top (Next page, First page, Previous Page, Last page ) etc.
Might be a local skin issue, perhaps hiding the pager?
Unfortunately nightly2 2.6.x hasn't started up correctly so I can't verify there on the latest 2.6.x build.
