[Deploying Sakai] Automated User, Course, and Enrollment Creation

The code described there does support user account create/update/delete
and course/enrollment upload. Course and enrollment data is passed into
Sakai's course management APIs rather than site APIs. So if you need
auto-provisioning of Sakai sites it sounds like Seth's solution might be
more what you're looking for.
