[Deploying Sakai] Release: sakai-kernel-1.0.12 (2.6.1 and 2.6.x impact)

I've released sakai-kernel-1.0.12 and updated both the Sakai maven2  
release and snapshot repositories with fresh artifacts (1.0.12, 1.0.13- 
SNAPSHOT).  Both the Sakai 2.6.x maintenance branch as of r 67696 and  
the 2.6.1 release branch now bind to 1.0.12.  1.0.12 addresses 18  
issues, including a couple of performance-related issues:
KNL-145 address expensive content conversion query
KNL-210 add new ContentHostingService.getContextResourcesOfType()  
method to improve portfolio assembly performance
