  That was me. I contributed changes to KNL-885 and SAK-21403 yesterday to
move GROUP_PROP_WSETUP_CREATED definition out from site-manage to kernel.

Could someone with commit rights to OSP take care of this? I created
SAK-21878 for the following error.
