[Portfolio] OSP FCKEditor not functioning in 2.8 CLE

Hello,

We are having an issue with OSP since we upgraded to Sakai 2.8 CLE.  The FCK editor is not loading the formatting bars on in the textbox.  All we get is what you see in the attached screenshot.  Is this an issue with PageComposer? If so, does anyone know how we can fix it?
