[Portfolio] OSP public URL not working

Have you made sure that you have clicked the checkbox for "Everyone on the
internet can see this portfolio"?  If this checkbox isn't checked, people
won't be able to view it even if they have the public link.  Alternately,
make sure the portfolio's status is set to "Active."
