[Portfolio] OSP Performance issues

Hi Mark,

We had the same issue with minutes long waiting when attempting to edit the
scaffolding.
We added one index to the mix which dramatically improved the wait time:

Index field SCAFFOLDING_CELL_ID on table OSP_MATRIX_CELL
